It's something that needs to be on the short list imo at this point as far as considerations. Because there is no 'end' point for Survival Mode (and possibly Story Mode), there has to be something besides canned peaches and forging arrowheads to keep people hanging around. I can honestly say that once they have finished Wintermute, if the devs don't open it up to modding, they are consciously or unconsciously tossing the game in the round file.
There is no denying that other areas have been slighted, and that is where mods would shine. Hinterland has done a phenomenal job with TLD ~ but they are focused (and have been) in certain areas. The good ones only add to the overall game and fit seamlessly rather than just introducing a cheat.

I don't really see a good reason to add new firearms unless the borked aiming mechanics are fixed/returned to when they worked.
